PRIDNEPROVIE'S SCIENTIFIC - EDUCATIONAL AND INFORMATIVE CENTER
PSEIC's MAIN CONCEPT :"ECOLOGIZATION- CONDITION OF SURVIVING"
The Ukraine has been one of most ecologically damaged Europe countries. The Ukrainian Parliament has declared the whole republic an ecologic disaster zone. Unfortunately, in the past the main conception of "nature protection" in the Ukraine was the identification and analysis of human impact on surroundings. Today the situation is changing and this defensive conception is replaced by a new one, the main approach of which is the rebuilding of our agricultural and industrial complex, using a systematic approach.PSEIC is an association of enterprises, organizations, creative collectives, scientists and specialists oriented at the ecologization of equipment, agriculture, founded to save the environment from complete annihilation by the results of economical activities of man. PSEIC is established as a juridical body according to the Ukrainian laws. PSEIC is a self-governing public organization. The main task of PSEIC is to contribute to nature protecting and resource-saving activities in spheres where the State and other public organizations by some reason are not able to fulfill the corresponding functions. The principal PSEIC objectives are: - intensification of ecological activities in the Pridneprov'e region;
- realization of scientific and practical developments directed to save and promote nature;
- "ecologization" of education, bringing-up, enhancing literacy and knowledge by introduction of the modern methods of environmental education and use of modern information resources management;
- to satisfy the needs of the specialists and of the citizens of Ukraine for current and comprehensive environmental information;
- to cooperate with international centers of data bases on the environment and environmentally sound technology;
- to develop a broader understanding of environmental research data and their application.
PSEIC together with PEF use the following forms of works to accomplish the forgoing objectives:
- organization, financing and assistance in "ecologization" of industry and agriculture;
- management of venture enterprises in the field of "ecologization";
- development and delivery on a "turn-key" basis of ecologically clean and safe equipment and technologies;
- production and realization of ecologically clean agricultural products;
- arranging exhibitions and fairs on resource-saving ecological equipment;
- organization of interactions with foreign enterprises and organizations dealing with ecology;
- granting allowances to students taking part in ecological activities;
- adaptation and distribution of environmental educational and information materials in printed, video and computer forms;
- organization of conferences and workshops.
PSEIC deals with "ecologization" (making industries innocuous from an ecological view-point), technological foundations of environmental protection, and optimization of chemical and metallurgical industries (particularly their equipment) on the basis of systematic - structural analysis. In the line of education, PSEIC has founded not only for training students but for advancement of specialists all industrial fields, tutors, educators, engineers and other specialists in the sphere of ecological management, environmental technology and equipment, design of cleaner production methods, etc. In 1993-1995 there were more than 90 engineers, 5O teachers, and 200 students who received various forms ofsupplemental ecological education in this center, and more than 5OO schoolboys study there on a full time basis.
In contrast to other similar centers, we give more consideration to studying industrial plant "ecologization" systems. In other words our main tasks are not only analysis and fixing of technological influence on nature, but also researche on causes of environmental pollution and creation of the methods of its elimination. Our principal concept is "Cleaner Production" and we have found that this concept has been proven in thousands of companies already.
This concept of PSEIC activities is based on the necessity and successive "ecologization" of harmful industries; so this kind of conversion of the manufacturing industry is intended to obtain comparable results with substancially decreased harm to the environment.

THE PSEIC'S MAIN PROJECTS AND PROGRAMS. The main 1995-1999 ecological projects were the following: - two exhibition-fairs "Ecological and resource-saving equipment"; - symposiums (within the frame of the exhibition-fair) on the following problems: "ecologization" of chemical and metallurgical industries; desalinizing mine-pit waters; conversion-ecology; ecological problems of agroindustry and ways of its solving; sewage cleaning; - meetings with "Green movements" representatives; - statements in press, on radio and on TV; - competition for best publication on ecological topics in cooperation with the Journalists' Union; - creation of an Ecological Education Centre for additional training of specialists of industrial enterprises, project organization, farming associations; - granting scholarship to students who are actively working in the field of ecology; - creating of computerized databanks on ecological scientific-technical developments, developers, manufacturing enterprises, and information-and-commercial services in ecological management. Some programs already started by the Center are directed toward the development of Center facilities. They are following: * Participation in Ukrainian environmental databases for the national focal point of UNEP-METFIN & GRID program (together with EEIC, Institute of Cybernetics and National Ecocentre of Ukraine) * Adaptation of US environmental computer knowledge bases for distribution in Ukraine in soft copies * Inclusion in EEIC's telecommunication network (together with computer network GlasNet-Ukraine and in cooperation with UNEP project "Center for Urgent Environmental Assistance") * Implementation of the environmental management training modulus * Facilitation of an access of Ukrainian schools to the ecological computer networks * Adaptation and publishing of environmental books for children in Ukrainian language. The following programs are in a planning stage : * To become the Ukrainian Cleaner Production Center to serve as the local point of the UNEP Global Resource Information Database (GRID) program, METFIN and other programs, connecting with industrial ecology. * To realize collective access to world environmental computer networks (e-mail and teleconferences), access to environmental computer databases in Ukraine and overseas for decision-makers, researchers and students; * To create curricula for general "ecologization" courses for both secondary and universities. We are interested in mutually beneficial cooperation with our colleagues.
